However, the following are universally true. General rules for all scaffolding • A competent person shall be clearly identified for all scaffolding work • Guardrails and toe boards shall be installed on all open sides/ends of scaffolding platforms 6 feet or more above ground or floor level • A hard hat must be always worn while working on or near scaffolding • Employees shall not climb cross braces or end frames unless end frames are designed to be climbed. An access ladder, stair tower, or equivalent safe access shall be provided for all scaffolding. • Do not use a ladder or other device on scaffolding platforms to increase height or reach • Never use scaffolding until it is inspected and signed off by a competent person Inspections • At the beginning of each shift, scaffolding must be inspected by a competent person. Use the Daily Scaffold Inspection tags. The tag must be hung where the employees access the scaffold. • In addition, scaffolding must also be inspected after an event that may have compromised the structural integrity of the system • Planks shall not extend over the end supports less than 6 inches or more than 12 inches • Free‐standing scaffolding towers shall not be higher than four times the maximum base dimension unless adequately secured to a suitable structure Green Scaffold Tags • Tags will be hung on scaffolds that have been inspected and are safe for use. A green “SAFE FOR USE” tag(s) and should be attached to the scaffold at each access point after the initial inspection is complete. • The green scaffold tags must be signed by a competent person before being accessed. Yellow Scaffold Tags • “CAUTION” tag(s), will replace green “Safe Scaffold” tag(s) whenever the scaffold has been modified to meet work requirements, and as a result, could present a hazard to the user. This tag indicates special requirements for safe use. • The hazard shall be displayed on the yellow tag so the proper controls shall be utilized to safely use the scaffolding. Red Scaffold Tags • “DANGER – UNSAFE FOR USE” tag(s), will be used during erection or dismantling when the scaffold is left unattended and replace all green “Safe for Use ” tag(s) or yellow “Caution / Hazard “ tag(s) in the event a scaffold has been deemed unfit for use. • Any scaffold with a red tag shall not be accessed for any reason until the condition is changed and it is safe for use.
